as beg ch-1, hdc next 6 sts, leave remaining sts unworked, ch-1, turn.  (7 sts)
ROW 12-13: Hdc ea st across, ch-1, turn.
ROW 14: Hdc next 3 sts, leave remaining sts unworked, ch-1, turn.  (3 sts)
ROW 15-16: Hdc ea st across, ch-1, turn.  End row 16 fasten off.
ROW 17: With black and H hook count over 3 sts from end row 5, join next st, ch-1, hdc same st as beg ch-1, hdc next 17 sts, leave remaining sts unworked, ch-1, turn.  (18 sts)
ROW 18-20: Hdc ea st across, ch-1, turn.
ROW 21: Hdc next 3 sts, leave remaining sts unworked, ch-1, turn.  (3 sts)
ROW 22-23: Hdc ea st across, ch-1, turn.  End row 23 fasten off.
ROW 24: With black and H hook join last st end row 20, ch-1, hdc same st as beg ch-1, hdc next 2 sts, leave remaining sts unworked, ch-1, turn.  (3 sts)
ROW 25-26: Hdc ea st across, ch-1, turn.  End row 26 fasten off.
With needle and thread sew top tog at shoulders.  Sew snaps at center back opening.
LACE OVERLAY FOR DRESS:
FIRST FLOWER: With scarlet thread and 7 hook ch-4, sl st to form a ring, (ch-3, 2 trc, ch-3, sl st) in ring 4 times, fasten off.
REMAINING FLOWERS & JOINING: With scarlet thread and 7 hook ch-4, sl st to form a ring, (ch-3, trc in ring, ch-5, sl st 1st trc of 2 trc group previous made flower, ch-5, sl st in 1st ch of previous ch-5, trc in ring, ch-3, sl st in ring) twice—you’ve made 2 petals and joined to 2 petals--, (ch-3, 2 trc, ch-3, sl st) in ring twice, fasten off.
PUTTING OVERLAY TOGETHER: Make and join one row of 11 flowers.  Make and join a second row of 11 flowers to the row you just made.  Make and join 3 flowers onto end of second row, sk a flower, add four flowers, sk a flower, add last 2 flowers to complete 3rd row.  Last row, sk 2 flowers on 3 flower 3rd row and make one flower.  On the opposite end of the 3rd row skip 1 flower and make one flower.  Sew 4th row flowers to tops of corresponding flower 3rd row to make the shoulders for the overlay.  Place overlay over dress and sew in place.
dress’  Make 6 more of the 1st flowers and sew scattering down the skirt.
