Skirt:
ROW 1: With Black and 7 hook ch-20, hdc 3rd st from hook, hdc ea st across, ch-1, turn.  (18 sts)
ROW 2: 2 hdc next 16 sts, leave remaining sts unworked, ch-1, turn.  (32 sts)
ROW 3: (2 hdc next st, hdc next st) across, ch-1, turn.  (48 sts)
ROW 4-5: Hdc ea st across, ch-1, turn.
RND 6: Hdc ea st across, sl st top beg hdc, ch-1, turn.
RND 7-8: Hdc ea st around, sl st top beg hdc, ch-1, turn.
RND 9: (Hdc dec next 2 sts, hdc next 4 sts) around, sl st top beg hdc, ch-1, turn.  (40 sts)
RND 10: Hdc ea st around, sl st top beg hdc, ch-1, turn.
RND 11: (Hdc dec next 2 sts, hdc next 8 sts) around, sl st top beg hdc, ch-1, turn.  (36 sts)
RND 12: Rep rnd 10.
RND 13: (Hdc dec next 2 sts, hdc next 7 sts) around, sl st top beg hdc, ch-1, turn  (32 sts)
RND 14-18: Hdc ea st around, sl st top beg hdc, ch-1, turn.  End rnd 18 fasten off.
Top:
ROW 1: With White and & hook join in bottom 1st st row 1 of skirt, ch-1, hdc same st as beg ch-1, hdc ea st across, join Red, fasten off White, ch-1, turn.  (18 sts)
ROW 2: (2 hdc next st, hdc next st) across, join White, fasten off Red, ch-1, turn.  (27 sts)
