  RND 7: (Hdc dec next 2 sts, hdc next 3 sts) around, sl st top beg hdc, ch-1, turn.  (16 sts)
RND 8: (Hdc dec next 2 sts, hdc next 2 sts) around, sl st top beg hdc, ch-1, turn.  (12 sts) RND 9-10: Hdc ea st around, sl st top beg hdc, ch-1, turn.
RND 11-12: (2 hdc next st, hdc next st) around, sl st top beg hdc, ch-1, turn.  (18 sts)(27 sts)
RND 13-15: Hdc ea st around, sl st top beg hdc, ch-1, turn.  End rnd 15 fasten off.
Stuff and sew to dress at inside.  (overlap a couple of rnds)
ARM:
With Green or Lilac and 7 hook ch-3, sl st to form a ring.
RND 1: Ch-1, work 8 hdc in ring, sl st top beg hdc, ch-1, turn.  (8 sts)
RND 2-6: Hdc ea st around, sl st top beg hdc, ch-1, turn.
RND 7: (2 hdc next st, hdc next 3 sts) around, sl st top beg hdc, ch-1, turn.  (10 sts)
RND 8-9: Hdc ea st around, sl st top beg hdc, ch-1, turn.
RND 10: (2 hdc next st, hdc next 4 sts) around, sl st top beg hdc, ch-1, turn.  (12 sts)
RND 11-15: Hdc ea st around, sl st top beg hdc, ch-1, turn.  End rnd 15 fasten off.
-make 2.  

Fold flat and to mermaid at shoulders.  With White floss and needle make small lps on head for hair.  Glue finished torso to top of spring.  Cut tiny (I used a 1\6” scrape booking hole punch) eyes from black felt and glue to face.  With red fabric paint make a small mouth.
