With size F hook and lavender ribbon ch-4, sl st to from a ring.
RND 1: Ch-1, work 8 sc in ring, sl st top beg sc, do not turn.
RND 2: Pull up lp on hook 1\2”, [* (yo, pull up lp in sc to 1\2”) 4 times, yo through all 9 lps on hook, ch-1 to close (puff st made), * ch-2, rep bet **, ch-4] rep bet [] 4 times, join white, ch-2, sl st top 1st puff st made, fasten off lavender, do not turn.
RND 3: * work 4 sc in next ch-2 sp, (3 sc, ch-2, 3 sc) next ch-4 sp, rep from * around, sl st top beg sc, fasten off.
With needle and thread sew the blocks tog two columns of 3 ea. Sew one block bet the bottom two blocks in the columns to form a U. Sew this U to dress at neck edge making sure it is centered. Ribbon blocks will not go completely around neck edge. Sew snaps to back of dress.
